I believe this is caused by the combination of following issues: 1) Both reporters are using libvoikko1 3.8 with voikko-fi 2.0. Since voikko-fi 2.0 provides the dictionary in VFST format and libvoikko 3.8 only supports Malaga format libvoikko does not see any valid dictionaries -> the situation is as if voikko-fi would not be installed at all.
2) Mozvoikko 2.0.1 does not support installations without valid Finnish dictionary. Support for this has been added in Mozvoikko 2.2. So I believe that this bug could be solved by upgrading xul-ext-mozvoikko to the latest upstream version. Additionally it might be worth preventing this particular combination of libvoikko and voikko-fi to be installed (it is not really an error but leads to extremely confusing results if you don't know what is going on).
