Sorry. I haven't had any time to look into this bug. But from what you've just mentioned, I recollect the geoclue support to not be very automatic. At least, not in Jessie. With geoclue 2.0, many of the location detection issues were fixed. So even though redshift had claimed geoclue support for some time, if you did not provide is a proper location setting, it would just plan fail.
