I get this same behavior.

As far as I know, yes; I certainly don't remember making any changes to
it. If my current exim4 configuration is not the Debian default, I'm
reasonably sure that's news to me.

Configuration file is /var/lib/exim4/config.autogenerated

> grep -rl _environment /etc/exim4/
