Bug#584911: unreadable /usr/lib/ssl/openssl.cnf file breaks OPENSSL_config

control: fixed -1 1.0.2a-1

Fixed by commit abdd67712 ("Make OPENSSL_config truly ignore errors.")
which has been backported as commit 6d0985169 into 1.0.2a and 1.0.1s.
I think it can be closed now.
