Hello,

thank you for the report. You are right that libactivemq-protobuf-java
should be a dependency of libactivemq-java. This is fixed in the latest
version in Stretch and Sid (5.13.2+dfsg-1). libosgi-core-java is an
optional dependency (provided in Maven terms). It is recommended in the
latest version but not in Jessie.

I'm not sure if it is worth to fix this issue with a point update since
a workaround exists but I would recommend to either install the missing
dependencies as you did or to use version 5.13.2+dfsg-1.
