It will bite people using pbuilder and ccache if shadow enters testing
as it is. Working around in pbuilder will require waiting for
pbuilder to enter testing, which means there will be a few days that
pbuilder/shadow will be broken in testing.
Methinks we will need to evaluate what needs to be fixed, and how
difficult the fix is, and then proceed further.
