If you already have keys in a pubring.gpg, gpg 2.1 will continue to use
it.  It should also be possible to patch gpg 2.1 to create the old style
pubring.gpg by default.

This the remaining problem is the secring.gpg which is indeed not used
by gpg 2.1.  So changing a passphrase, creating, or importing a secret
key needs to be re-done with gpg1.
