I am looking for a sponsor for a new version of ebib. This upload adds a missing dependency to deal with an RC bug. I have manually confirmed that elpa-ebib is now installable in a clean sid chroot. Due to #825487, piuparts still fails. But the problem is now an upstream piuparts bug, not an RC bug in ebib.
