Severity: wishlist

Currently needrestart returns CRITICAL if any service needs restart,
even if they are included in override_rc.  The following example just
have the already listed dbus.

| # needrestart -n -r l
| Scanning processes...
| Scanning candidates...
| Scanning linux images...
| Running kernel seems to be up-to-date.
| Services to be restarted:
|  systemctl restart dbus.service
| No containers need to be restarted.
| No user sessions are running outdated binaries.
| 
| # needrestart -p
| CRIT - Kernel: 3.16.0-4-amd64, Services: 1 (!), Containers: none, Sessions: 
none|Kernel=0;0;;0;2 Services=1;;0;0 Containers=0;;0;0 Sessions=0;0;;0

Please reduce the severity to WARNING in this cases, as such services
should not be restarted and the message usualy gets ignored.
