However, a chroot does not usually need an init system to build packages, and this is why the "init" package, which was essential in the past, is not essential anymore. My suggestion to fix this is that you just hardcode shutdown as /sbin/shutdown, which should be correct for every Debian system, and disable the build-time test for this. Thanks.
