Package: libcap-ng0

Hi,

It would be nice if libcap-ng.so.0 was installed in / instead of /usr.

auditd daemon and now libaudit1 are using it and these are installed in /
already.

Until we have usrmerge in debian, libcap-ng.so.0 should be moved to /

Could you please consider this?
