Not sure I understand the issue properly.
plymouth is sending this signal to systemd on purpose, this signal is
supposed to disable the verbose output (from systemd(1) manpage):
SIGRTMIN+20
Enables display of status messages on the console, as
controlled via systemd.show_status=1 on the kernel command line.
SIGRTMIN+21
Disables display of status messages on the console, as
controlled via systemd.show_status=0 on the kernel command line.
So if the machine is crashing or restarting, I doubt this is linked to this.
