I think that the conflicting rules should be reported. Conflicting type rules Binary policy creation failed at line 147 of /var/lib/selinux/default/tmp/modules/100/alsa/cil Failed to generate binary semodule: Failed!
It might be indeed interesting to have some more context if this is happening
