There doesn't seem to be much if any activity around this bug for pbuilder / cowbuilder. I did want to let folks know that sbuild does not have the same issues with the armhf emulation. Meaning I've successfully built armhf binaries for Sid and Xenial on a Xenial host machine using sbuild.
It took an hour or two to get used to the sbuild tools, but they aren't really any trickier to get working than pbuilder was.
