Udev does not load usb_storage and sd_mod when a usb pen is inserted.
if root loads the modules then users can mount the pen.

If that can (somehow) help you, please have a look at 
the thread I began in the  linux-hotplug-devel list

Adding these lines in some of the .rules file seems to be a
solution. It was found by the Mandriva community:
