Package: debian-goodies Version: 0.66 Severity: normal popbugs doesn't need and shouldn't require popularity-contest.
Programs like check-enhancements (also in debian-goodies) and how-can-i-help contain examples for better ways of getting the list of installed packages. Long-term it would make sense to obsolete popbugs by adding "--show RC" functionality to how-can-help instead of keeping a separate program in a different package for that purpose.
