Using the command-line GnuPG program makes the Dput program
unnecessarily brittle.

Now that Debian's default GnuPG has switched to version 2, the use of
‘/usr/bin/gpg’ (GnuPG version 1) is an awkward compatibility problem.

Instead of invoking the command line tool, make use of the
‘python-gnupg’ library to verify the data within the program
<URL:https://pythonhosted.org/python-gnupg/>.
