Yes, it was quite long period of stagnation in this project due to main developer frustration about political situation in his country. At that time there were no new stable releases and project's website was broken [1][2][3]. But there were rare commits from other developers and debian package was always in a good shape. So program was always in working state. Website [5] contains the most of information about project and it looks as the most useful entry point for usual users unlike links to GitHub and SourceForge which are more useful for maintainers, translators, etc..
