Hi there--
the gnupg2 source package currently has some overrides on
ftp.debian.org:
gnupg2: Override says utils - optional, .deb says oldlibs - extra
gpgv2: Override says utils - optional, .deb says oldlibs - extra
gnupg: Override says utils - important, .deb says utils - optional
gnupg2 and gpgv2 in unstable are both symlink packages that provide
backward compatibility. They are in section oldlibs and should be
priority extra.
the gnupg package really should be optional -- it's not a critical
component to a debian system. gpgv is the critical component (for
verifying software package signatures), and it is still priority
important.
Please revise the overrides file to match the .debs as noted in
2.1.15-3.
