I worked around the issue but the bug remains. Evolution failed to acknowledge the failure to give correct password and should have reprompted for the correct password. My original report had the network traffic showing the core problem.
Evolution should have removed the password when I deleted and redefined the account. It failed to do so. Evolution should have a 'forget password' button on the receive email tab in set-up. I could not easily find the actions - forget passwords option.
