I'm not aware of one. The refusal to build kernel udebs is #778212, the last wave of patches (pretty outdated now) is tracked by an usertag: https://bugs.debian.org/cgi-bin/pkgreport.cgi?users=debian-...@lists.debian.org;tag=di-x32 (not worth looking at until they're at least updated to the current d-i).
