Bug#794655: cups-browsed: please make the browse interval to be configurable

Thank you very much for the patch. I have applied it to the upstream BZR 
repository now (rev. 7541).

Note that I had to do a little fix on the patch. The original one 
applied both the BrowseInterval and BrowseTimeout directives to the 
BrowseInterval variable. I have also added some info to the documentation.
