currently if there's no upstream branch in a repository, then dh-make-elpa do not create debian/watch file. It would be nice to have at least a skeletion debian/watch file. The reason for that is that non-existence of debian/watch is not critical to build a package and even integrate it into the archive, so sometimes it is quite easy to overlook that debian/watch is needed to create. For example, I forgot about it already three times! :-D Cheers!
