I am actually currently trying to bring any bug/wishlist fixes or roadmap features "anyhow feasable for 1.0.x" in before switching to 1.2.x development (which somehow coincidences with the stretch release). From your description I would think that this is just a bug in mini-buildd that has crept in at some time for that special configuration -- given that I don't use that anywhere myself in production instances, nor in my "big wheel testing" ;(.
