The fallback to Curses is actually a bug when --no-tty is provided as a gpg option, because this is documented as: Make sure that the TTY (terminal) is never used for any output. This option is needed in some cases because GnuPG sometimes prints warnings to the TTY even if --batch is used. So, the terminal can't be used to output the prompt for the passphrase.
