Perhaps because I used kern 2.4? base-config does *not* happoen anymore. It has been replaced by various parts of the installer such as tzsetup, user-setup, pkgsel and such. The trickiest parts of automated install to reproduce with the new scheme are probably early/late commands which install packages. They probably need to use the proper chroot commands...But, frankly speaking this is an area which I haven't investigated yet. Finally, please note that preseeding with etch beta is quite likely to be broken quite soon.
