I took the repo at https://anonscm.debian.org/git/collab-maint/global.git/
(Which volker had updated to 6.3.2)

And updated to global 6.5.5.

The packaging there applied almost as-is. 
Patch 0001-Debianisation-of-htags.patch
      is no longer needed (upstream fixed their perl paths)
patch 0003-Fix-gtags.el-to-not-use-goto-line.patch
      needs a refresh.

dch, and add the missing emacs dependency on emacsen-common
and you are done.

This makes no changes to cgi scripts and Ron's htmake patch, which
probably should be done, but despite endless verbiage in #841294, I
haven't actually actually understood what's wrong with upstream as
supplied. Or whether
https://anonscm.debian.org/git/collab-maint/global.git/tree/debian/patches/0002-Introduce-htmake-for-global.patch
is still OK to use as-is (I assume it needs some adjustment)

For my purposes that part is not relevant.

If I knew how to drive git-based packaging I'd upload this to the
repo, but I don't (and don't seem to have permissions anyway), so you
can get it here instead (for a while):
