The reason that it's doing this is the creation of two GtkFileSelection dialogues on startup, which are presumably doing a directory scan behind the scenes. These are used for print-to-file and PPD selection. See file_browser and ppd_browser in src/gutenprintui2/panel.c. This was probably done for performance reasons (they are reused rather than recreated), and also due to the poor structure of the code. This won't be fixable for version 5.0, because the UI code is an inpenetrable mess (due to needing to keep compatibility with GTK+-1.2), which I expect to rework significantly in the next development series as soon as we ditch GTK+-1.2 compatibility.
