I've long be aware of d-i needing access to a local mirror (with the d-i component available) to build, as it needs to download them during build. I'm sure there is a bug somewhere against it, but the consensus that downloading stuff from a (local, detected by peeking in sources.list or such) mirror is accepted, as opposed to poke to the wilder outside net. I'm not sure how this could be tackled in any way, given that pbuilder disables access using unshare, but I guess there is a way.
