No, that's just they way handles Debian faik.

What we could do if we'd get rid of cursesmodule.so is to make the
package arch "any".

I never knew why it was needed in the first instance, so I'm afraid I
cannot check.  I wish I could because I hope the python upstream
curses bindings will get proper UTF-8 support in the near future.
