I meant "either 1. OR 2.",

Now you have:
  Build-Depends: r-cran-rgl
  Depends: r-cran-rgl [!armel]

You are removing r-cran-rgl from the dependencies on armel,

while ensuring through the build dependencies that it won't ever get 
built again on armel.
