user-setup first tries to call adduser, which uses chfn to change the GECOS field. Problem with chfn is, that it checks for reasonable chracters on a byte-by-byte basis, which of course does not work in UTF-8 environment, so right now it won't work even if d-i was fixed. The questions usually ask for some hostname, port, login, password, dbname or path and in general should not require input of accented characters, but users are sometimes quite creative. Luckily most of the other questions are boolean / multiselect.
