I opened the file http://mirror.ctan.org/macros/latex/contrib/pdfcomment/doc/example_math_markup.pdf with evince 3.14.1-2 (Debian 8) and 3.22.1-2 (Debian 9). I'm not able view nor edit the comments, i.e. hovering the pointer over the highlighted formulas does not show anything. Neither does clicking on them have any visible effect.
