The tcstart is "touched" by postinst in order to avoid problems during upgrade. If your configuration has TC_ENABLED=Yes but you don't have tcstart shorewall refuses to start. Older versions worked without any problems when the tcstart file was missing. I'll add a test in order to check if that file is empty.
