It is buildable in stretch in an informal sense, but it does not follow Release Policy. Release Policy says "Packages must *auto*build". This means no human intervention should be required. If if needs human intervention, then it no longer autobuild as required by Release Policy. I'm not entering a severity war here, but this is still RC.
