But the bluetooth device doesn't appear here, as it is an alsa plugin.

I now git-bisect'ed the upstream repo to find the commit that caused
the regression.
Revision 2896 ("ALSA: Use fixed percentage scale for volume
manipulation.") is the first one where moc no longer starts.
