This is related to #833997. You're caught by one of the two kernel issues mentioned in this bug. The fact that atopacctd 2.2.4 starts correctly is that it doesn't check for this kernel issue. It starts, but never receives process accounting messages. I'll keep this bug report open for reference, but I don't think it's a bug in atop.
