I looked at it again and solved it..
I could not tell whether systemd was using /etc/init.d/mysql or an
actual unit file so perhaps there should be a quick mention about this
in /usr/share/doc/mysql-server/readme.debian..

Our focus is on the systemd service as this is the default. It can be
overridden in the usual way.
I don't think anyone is currently looking after or testing the Sys V
init script, if this is what you are referring to. Patches welcome, as
long as you're also prepared to deal with any problems as a consequence
of making changes there.
