Package: ffmpeg

In README.Debian, directions are given to use ffmpeg-config to get
the arguments needed to link to ffmpeg libraries.  But ffmpeg-config
isn't part of ffmpeg, but one of the dev packages.

At a minimum, this readme should point the reader to the dev packages.
Even better would be to have ffmpeg suggest the dev packages, especially
because people may not know how to find them, since the naming is
different.

Without this, someone who is only bringing in ffmpeg as a dependency to
build some other software will be confused and probably have to spend an
extra 10-20 minutes deducing where the appropriate dev packages are.
