Dear Maintainer,

It looks like this error is actually coming from ycmd and the `KeyError`
is a side effect.

I've run wireshark and filtered for youcompleteme HTTP requests, and it
looks like the server is returning an error for all requests. (It's
possibly related to #849239)

Here is a relevant request and response from a wireshark capture of
localhost

As you can see, the error response has no ycm-x-hmac header (probably as
a side effect of a crash in  ycmd (corresponding log from
`/tmp/ycm_temp/stderr_$PID.log`:

I remember seeing some recent updates to python-waitress, but I was
unable to check with an older version:
