Hey there, i can confirm this as well. Im running Stretch with XFCE and when im opening a second Terminator window it behaves like he reported.
It doesn´t matter how i open the second window, mostly im doing this from the Whisker-Menu or the "Taskbar". So it´s about a whole new window, not a tiling thing. Thanks!
