Hello!

Reportbug-ng does NEED an installed MTA, while reportbug (the old console tool) 
does NOT. 

I do NOT WANT any MTA installed on my system. For reporting bugs i use 
reportbug-ng as tool to search the bug database, but afterwards 
i am using the old reportbug program, just because it does not need any 
installed MTA. 

Since the commandline reportbug can do without any MTA, why not make 
reportbug-ng the same?
