Dear FTP-Masters, cliff-tablib has been used for a long time in OpenStack for unit testing, though because it was not Python 3 compatible, and not really maintainable, its use got removed. Therefore, we don't need cliff-tablib in Debian anymore as well, and it'd be wise to remove it before Stretch is released. I don't advise anyone to attempt maintaining this package again.
