Thanks for the steps to reproduce. I indeed can reproduce this in
screen. Never noticed that issue during daily work, though. At least
I didn't notice it in case I ran into it.

According to the man page, that seems unrelated as it configures how
screen behaves if the terminal it's running on is blocking.
