libpsl's build dependency on (the host architecture) python is
unsatisfiable or uninstallable (pick your poison). What is really needed
here is a build architecture python though. Annotating the python
dependency with :any (or :native) makes cross building libpsl succeed.
Please consider applying the attached patch after stretch is released.
