Hi,
We'll need some more information about this bug. I couldn't reproduce
the bug on a Debian stretch virtual machine with gnome-core and synaptic
installed, running synaptic from a gnome-terminal after using 'su'
to become root.

For developers who don't want to (or can't) watch a video, here is a
text description of what the bug reporter did in the video:

* Start from a uxterm with a root shell prompt showing current working
  directory /home/ssf
* cd /
* synaptic
* Open the Preferences dialog (Settings -> Preferences)
* Uncheck "Consider recommended packages as dependencies"
* Apply
* OK
* File -> Exit
* Run synaptic again, from the same root shell
* "Consider recommended packages as dependencies" is back to its default
  value, which is checked

(In the video, synaptic appears in German, but the meaning is
reasonably clear.)

Is there anything else happening here that you think is wrong, that I
didn't notice in your video?

I don't recognise the window manager or desktop environment used in
that video. What is it?

I notice that you started synaptic by typing "synaptic" at a root shell
prompt in a uxterm, but there is not enough scrollback visible to see
how you opened that root shell. This is likely to be significant, because
different ways to become root pass through different environment variables.
What menu options or commands did you use to become root?

Please send the output of these commands:

ls -al ~/.synaptic
ls -al ~root/.synaptic
ls -al /root/.synaptic

Thanks,
    S
