Hi David,
  I found the problem!

ls -al /usr/local/bin/detect-http-proxy
-r-xr--r-- 1 root root 1637 Mar 20 15:48 /usr/local/bin/detect-http-proxy

Thu user '_apt' cannot execute the script!
