These libraries are only used to build other packages without an internet connectivity as required by the Debian policy. But in a normal use case, the libraries are downloaded from the Maven Central repository as usual. You are free to use the plugins packaged by Debian of course, but you'll have to install them manually as you did. A metapackage would be too broad and would probably pull all the Java library packages in Debian, that doesn't seem desirable. Emmanuel Bourg
