It has no special treatment for dvipdfmx, and therefore it cannot handle the entries with @ properly. We would need a different output file for dvipdfmx and a special treatment of these entries, which may not end up in pdftex's or dvips' font map files. On the other hand, it has been discussed whether texlive and teTeX should drop dvipdfm completely in favor of dvipdfmx.
