Yes, I had found that, too.

The problem is that logtool wants a database of regular expressions, and
ships (an empty) one. Originally, when I packed it (over a decade ago)
you could replace conffiles by a symlinks to something else, but
nowadays you can't anymore. For good reason, obviously, but the bug
didn't trigger for seven years because dpkg only balks about that
situation at upgrade, and there wasn't any reason for an update to the
package for seven years...

I'm currently in the process of fixing things so the shipped conffiles
are directories rather than files, and so that we install symlinks as
directories in those conffiles. Will require some preinst creativity and
a few other things, but I'll get there. I hope.
